Looking for solution.
How do I unscrew the right side bolt. So I can fasten the adaptor for a bicycle cargo adaptor. as shown in the picture.

Just like any other bolt, by turning the head counter- clockwise (right hand M8 thread).
That should be impossible (logically).
Please note that the axle has a left-hand thread (to connect with the seat tube).
If the M8 bolt would be seized (which you suggest possibly) - the following will happen:
The axle would turn loose (caused by the left hand thread) - and this would pull the M8 bolt’s head inward (onto the frame).
So, I believe, it must be like this:
You can turn the M8 bolt counter clockwise, but only a bit - and then it gets stuck.
Is that true?
Btw - it is definitely NOT recommendable to mount a cargo adapter at this joint!
Instead of, choose a safe custom clamp mechanism on the tube, near the joint.
